H. Lawrence Garrett, et al. The case involved a naval shipyard in Philadelphia that was slated for closure as part of the numerous military base reductions of the Department of Defense. Sen. Arlen Specter and several other plaintiffs brought suit to keep the shipyard open, while Secretary of the Navy H. Lawrence Garrett and several other defendants argued the shipyard should be closed.
