U.S. Court of Appeals - 189216-1-DVD - National Abortion Federation v. Ashcroft - The Second Circuit Court of Appeals reviewed a lower court decision that struck down the Partial-Birth Abortion Ban Act of 2003. The ban outlawed abortions as early as 12 weeks with no exception for the health of the mother. ~Note: The National Abortion Federation performs about half of all abortions in the United States, about 700,000. Shortly after the ban was signed into law, doctor's and pro-choice groups challenged the ban in New York, San Francisco and Nebraska federal courts. All three courts blocked enforcement of the ban. In July of this year, the Eighth Circuit Court of Appeals agreed with the lower Nebraska court that the law was unconstitutional. That case is currently being appealed to the Supreme Court.
