Federal Judicial Center gov.ntis.ava21303vnb1 4573-V/04 PROTECT Act: The Statement of Reasons On April 10, 2003, Congress passed the Prosecutorial Remedies and Tools Against the Exploitation of Children today, or PROTECT Act. The Act made several significant changes affecting the U.S. Sentencing Guidelines including new rules relating to downward departures and new requirements for what must be included in the Statement of Reasons. This program examines the Statement of Reasons, its purposes, how to use it to ensure accurate and timely reporting and help the Sentencing Commission document sentencing decisions. The Center produced this broadcast in cooperation with the U.S. Sentencing Commission and the Administrative Office of the U.S. Courts' Office of Probation and Pretrial Services. Donetta W.
