It encourages tribes to plan for better transportation and makes it clear that transportation planning is a prerequisite for securing federal transportation funding. ISTEA funding of tribal transportation projects is described and basic components and advantages of transportation planning are introduced. Elements of the long range transportation plan and the transportation improvement program are outlined. Interagency cooperation and community participation are stressed, and possible barriers are mentioned. Viewers are referred to their local Tribal LTAP centers for assistance.
