Assessments are based on before-and- after accident data from the sphere of influence of each improvement, including changes in accident severity. Formulas are given for deriving adjusted annual accidents and assessing the significance of any change. Benefit-cost ratios and net annual benefit are calculated. In the final evaluation phase, program benefits are then calculated for each improvement type and for the overall program and documented in a report to policymakers.
