Improvement costs include annual maintenance and operating costs. Alternatives are compared on the basis of net annual benefit or benefit cost ratio. Formulas are given for calculation and data sources are suggested, and alternatives are ranked. Phase 4, developing and implementing an improvement program, receives relatively little attention in this video since it may involve a wide variety of project types spread over a number of years. Documentation of the as-built improvement is the last step of this phase.
