Minnesota Local Roads Research Board Video VH-366 Asphalt Overlays: The Four P's Following a brief introduction to pavement evaluation technology and pavement management, four phases of the asphalt overlay process are presented: Planning for functional and structural overlays; Preparation of the roadway, including drainage, patching, milling and utility considerations; Production, which includes mix design and testing of asphalt mixing plants; and Placement responsibilities, including traffic control, tack coat application, coordination of haul trucks, application of the overlay, rolling, and use of mobile test labs. The video ends with an emphasis on controlling cost with proper maintenance scheduling.
