Federal Highway Administration Video VH-333 Major Investment Studies Teleconference May 4, 1995 (Part 1) The Major Investment Study (MIS) process mandated by ISTEA is described in short presentations by federal panelists alternating with extended question and answer sessions. A short video segment introduces MIS in very simple terms, then the first panelist describes Decision Making in the MIS, discussing federal requirements and the place of MIS in the metropolitan planning process. The second module (which begins about an hour into part 1) addresses Collaboration in MIS Decision Making: early involvement of all stakeholders to identify whether an MIS is needed and how it will be structured. Part 2 begins with a presentation on Level of Detail for MIS Analyses, and the final module (beginning about 50 minutes into part 2) is on NEPA and the MIS.
