Six factors are considered in the survey: road characteristics, 85th percentile speed, roadside development and access, curves and hazardous locations, pedestrian activity and parking practices, and accident history. Final determination of an appropriate speed limit is not addressed, but the importance of proper signage and incorporating speed limits into local ordinance are emphasized.
