Pennsylvania Department of Transportation Video VH-269 Agri-Access Network: A Pennsylvania Pilot Study A priority commercial network was defined for farm-to-market roads in rural Pennsylvania. Bridge and other road deficiencies were addressed to minimize transportation costs and encourage rural economic development. A two- county pilot study is described through interviews with study participants, including local farmers and businessmen.
