Secretary of Defense Robert S. McNamara introduces his report and is shown on historic missions in Europe and Asia. President Johnson, as Commander-in-Chief, outlines America's military policy and goals in his first Message to Congress. The 30-minute color motion picture documentary, filmed worldwide by service cameramen, is narrated by commentator Richard Bate.
