About this film
Who makes foreign policy? President versus Congress. Should the President lead or follow? What role do the mass media play and how well do they do their job? Appearing in the program in a separate interview, besides under-Secretary of State George W. Ball, will be a political scientist and author James MacGregor Burns. Dr. Burns, professor at Williams College at Williamstown, Mass., and author of the recent book, Presidential Government, will discuss constitutional authority and extra constitutional measures forced upon a president at times by the rapid development of foreign policy matters. Also, he will discuss the history of the extension of the power of the president in making foreign policy, with attention to President Franklin Roosevelts Lend lease, the Korean War under President Truman, the Cuban crises and Vietnam entry under President Kennedy, and the Vietnam escalation and Dominican Republic intervention under President Johnson.
