Lt. William Russell, officer in the Chicago Narcotics Bureau, joins Sheriff Lohman to show the problem of narcotics, both from the viewpoint of traffic as well as the addiction among teenagers. Russell describes the physical and emotional disorders resulting from addiction, the ways in which dope is passed, the sources of this deadly supply, and what law enforcement authorities do with known addicts.
