About this film

In this country a true correctional philosophy has not been formulated. Officials and the public waver between punishment -- or revenge -- and rehabilitation of the criminal. Dr. Kelley urges a constructive program for rehabilitation, for treatment of the criminal rather than the crime, for correction of the cause rather than the effect. Using a scale model of the ideal correctional system, he proposes a program which would provide for convict evaluation and subsequent treatment designed to treat the specific mental and personality problem revealed by the evaluation.
