About this film
Sheriff Lohman studies the delinquents attitude toward himself, his neighborhood, the authorities and the attitude of others toward the delinquent. Film clips show how the over-protected child rebels against accepted forms of behavior and indulges, instead, in delinquent escapades that finally result in offenses that lead to arrest. The booking procedure at the country jail is shown fingerprinting, mugging, the shakedown, the sheet, and the cell. Another case study is presented. The Sheriff discusses the significance of the developments leading to delinquency with Hyman Frankl, administrative assistant to the Sheriff in charge of classification and programming at Cook County Jail.
