About this film

New York transit workers, seeking a wage increase, move towards a strike. Union representative Barry Feinstein, Deputy Mayor Basil Patterson and Stephen Berger discuss the pressures on the city as unions negotiate while the budget runs a multi-million dollar deficit. A number of transit employees comment and dissatisfied riders protest poor service. Congress is skeptical of New York City borrowing. There is uncertainty about whether new funds will be available from the state of New York or from the Federal government.
