National Archives description: "Coast Artillerymen at Camp Davis, N.C., demonstrate how to handle barrage balloons. Reel 1, a balloon and its accessories are unpacked. The balloon is partially inflated, entered, and inspected. Cylinders of helium are prepared for inflating the balloon. Reel 2. the manifold of the balloon is connected to a helium gas cylinder and the envelope is inflated; the balloon gradually rises. Sand bags control its rate of rise. The balloon is hauled down and anchored."
